Tehran (Iran) — Iran Parliament ratified a 20-year strategic partnership with Russia, marking a significant deepening of bilateral relations. This agreement, which includes enhanced defense cooperation, economic collaboration, and joint military efforts, comes amid growing tensions with the West.
The deal, signed by Russian President Vladimir Putin and Iranian President Masoud Pezeshkian on January 17, received overwhelming approval from Iranian lawmakers in Iran Parliament. It passed with 191 votes in favor, 8 votes against, and 3 abstentions, according to state media reports.
Key Elements of the Strategic Partnership
The agreement, though not containing a mutual defense clause, strengthens military ties between the two nations. Iran and Russia have committed to working together against common military threats, increasing military-technical cooperation, and conducting joint exercises. The treaty also includes measures to boost economic ties, particularly in energy, finance, and trade.
One significant aspect of the agreement is the promotion of direct interbank cooperation between the two countries. This will help bypass Western sanctions and enhance their financial systems. Additionally, the Eurasian Economic Union, led by Russia, recently signed a free trade agreement with Iran, further solidifying their economic partnership.

Iran Parliament: Russia and Iran’s Growing Defense Ties
The strategic pact reflects an ongoing strengthening of military collaboration between Russia and Iran, especially since the onset of Russia’s invasion of Ukraine in 2022. While Western governments accuse Tehran of supplying missiles and drones to Russia for its attacks on Ukraine, Iran has denied these allegations. Tehran insists it has not taken sides in the conflict but acknowledges closer defense ties with Moscow.
The agreement also outlines the exchange of intelligence and security information, focusing on countering military and security threats of a bilateral and regional nature. Both countries are committed to increasing their cooperation in these areas, which aligns with their broader geopolitical objectives.
Iran Parliament: Economic and Trade Cooperation
In addition to military cooperation, the partnership also focuses on improving economic relations. The new strategic agreement aims to foster deeper integration in the energy sector, where both nations are major players. Iran and Russia are also cooperating to reduce trade tariffs, which is crucial for boosting economic exchanges between them, particularly as both countries face severe sanctions from the United States and the European Union.
Iran Parliament: Iran’s Nuclear Program and Sanctions
As part of ongoing international negotiations, Iran continues to defend its right to pursue nuclear enrichment, including enriching uranium to levels beyond 20%. Despite diplomatic talks with the United States, Iranian officials remain firm in their stance. Foreign Minister Abbas Araghchi stated that Iran would continue uranium enrichment regardless of the outcome of talks. Iran insists that its nuclear program is for peaceful purposes, such as medicine, agriculture, energy, and desalination.
The approval of the strategic partnership with Russia comes at a time when Iran is facing increasing diplomatic isolation. It also highlights the growing alliance between Iran and Russia, both of which are under heavy international sanctions. Iran is determined to safeguard its rights to nuclear enrichment, and lawmakers in Tehran have rejected any limitations on the program.

Impact on Iran-US Nuclear Talks
Despite the ratification of the strategic partnership with Russia, Iran’s foreign ministry remains engaged in indirect negotiations with the U.S. regarding the nuclear program. However, these talks have made limited progress, with Tehran continuing to accuse Washington of unjust demands and irrational pressure.
In response to the growing tensions, Iran has stated that its nuclear ambitions will not be curtailed by external pressure. Lawmakers emphasized the importance of national sovereignty and self-determination, with some calling the U.S. demands “unacceptable.”
Growing Economic Investment in Iran’s Oil Sector
In another move to attract foreign capital, Iran’s Parliamentary Energy Committee is working on easing regulations to promote investment in the oil and gas sectors. Seyed Mousa Mousavi, a member of the committee, emphasized that reforms would streamline the investment process. The goal is to increase both domestic and foreign investment to boost Iran’s energy production and expand its role in global markets.
Conclusion: A New Chapter in Russia-Iran Relations
The ratification of this Comprehensive Strategic Partnership marks a new phase in Iran-Russia relations. With both countries facing harsh sanctions and geopolitical isolation, their partnership provides a platform to challenge Western influence and deepen cooperation on military, economic, and technological fronts.
