This virtual learning lab, taking place within the framework of the VIII Regional Platform for Disaster Risk
Reduction in the Americas and the Caribbean, will examine strategies that parliaments can support to
build resilience to prevent forced climate migration, and the ways that relocation plans can be integrated
into disaster risk reduction plans. It will also provide recommendations that should be considered to
ensure relocation plans are gender responsive, highlighting how differential circumstances, such as a
sense of security, education, resource availability, and other social demographics, may impact women
and girls’ decision to migrate, and obstacles they face during the migration process, and upon arriving to
their new location.

Multi-stakeholder dialogue: Intersecting factors that influence climate migration
● Moderator: The Honourable Member of the National Assembly Juan Diego Vásquez (Panama)
The panel, featuring a parliamentarian, a representative from a women’s organization, and an
international organization will discuss strategies to address climate migration and build disaster resilience
through diverse perspectives including:
Science and technology: Share ways to reduce instances of forced climate migration through disaster
risk resilience, as well as present the data necessary to track climate migration patterns and what
parliaments should be monitoring and responding to.

Legislative: Share how legislation can play a role in providing a framework to manage disaster
displacement within and across borders, while ensuring the rights of climate migrants are protected.

Social and gender perspective: Share how climate migration impacts women, and other vulnerable
individuals. They will also provide parliamentary recommendations on the gender-responsive
considerations that are needed to ensure that migration is done in a way that is safe and dignified.
