ARRIVALS OF THE SPEAKERS AT THE VVIP TERMINAL
Speakers will arrive and depart from Kigali International airport via VVIP Lounge, note that
access to the Lounge is complimentary only for the IPU President, IPU Secretary General,
and Speakers of Parliaments as well as Special Guests.
On arrival, IPU President, Secretary General, and Speakers will be greeted by a designated
Parliament representative and assigned protocol and be escorted to the VVIP Lounge.
A customs officer and Immigration officer will be present for the conduct of arrival
formalities Secretary/Protocol responsible for the group’s passports will be around to
facilitate the process.
ARRIVALS OF OTHER DELEGATES AT THE TERMINAL 1
All other delegates in the arriving party will be guided by protocol towards arrivals
dedicated 145IPU Immigration lane. All delegates will be required to present their
accreditation confirmation and vaccination certificate at this point.
Delegates will proceed to the baggage reclaim area to collect luggage from dedicated
carousels and exit to the shuttles for transfer to the selected hotels.
A team of protocols will be designated to the airport to facilitate arrivals from immigration
procedures.
The protocol team will furthermore ensure a smooth transfer to hotels. Other groups will
be at the respective hotels to welcome delegates to assist with the check-in process.
Should luggage be lost, a dedicated lost luggage services desk will be available for
assistance. Delegates can choose to have their luggage delivered to their hotel or to
collect it at the airport at no cost.
ARRIVALS WITH PRIVATE AIRCRAFT
Delegates who wished to travel to Kigali with personal aircraft, the application of
overflight and landing clearance of private planes transporting delegation to attend
145IPU Assembly, should be officially submitted by way of note verbale as well as online
via https://caa.gov.rw/RAIS/ and copy 145IPU@parliament.gov.rw not later than 48
hours before arrival.
For clearance to be issued, the note verbal should contain the information listed below:
Nationality of carrier
Operator/owner
Type of aircraft
Aircraft call sign
Aircraft registration
Names of passengers and nationality
Airport of departure, date, and time
Airport of destination, date, and time
The entry point into Rwanda airspace, date, and time
The exit point from Rwanda airspace, date, and time.
Members courtiers are requested to note that the Government of Rwanda will not cover
any landing or ground handling fees.
MEETING VENUE
Designated ushers will be at the hotels to ensure all delegates are transported to Kigali
Convention Centre.
Ushers will be at the venue directing delegates as they arrive for the conference.
AIRPORT DEPARTURE TRANSFERS
Ushers will be present at different hotels to facilitate and ensure a smooth transfer of
delegates to the airport and will also be directing delegates to check-in points.
NOTE: Delegates are requested to communicate their arrivals as soon as possible by
sending the provided form to 145IPU@parliament.gov.rw not later than 30th September
2022.
